The National Energy Administration Does Not Set Goals of Developing Wind Power PV in 2015 - SolarStar

Unlike in previous years, the National Energy Administration did not set specific goals of developing hydro,nuclear,wind power, solar power during national energy working conference.Instead,it strove to improve energy consumption, energy supply, energy technology, the innovation of energy system international cooperation.So,the National Energy Administration will focus on the above-mentioned points in 2015.

According to the energy work report in 2013 2014, the National Energy Administration made various plans, aiming at improving the elasticity coefficient of energy consumption, total energy consumption, the generation capacity of non-fossil energy the consumption of coal oil gas.

People acquainted with energy policies attribute the new change to two aspects. On the one h, the goals do not fit well with the actual completion of work in the previous years. It can be overly ambitious or self-depreciation, both of which are not conductive to the development of energy industry. On the other h, the National Energy Administration controls the gross of energy consumption to achieve the goal that the occupation of non-fossil energy will be up to 30% in 2030.It will also reduce intervention of energy markets gradually lift restrictions of energy development.

Reviewing the energy development in 2014, except for hydro, all the early goals about wind power, solar energy nuclear were not achieved. As originally planned, the National Energy Administration would add 20GW into hydro capacity,18GW into wind power,14GW for PV(with 60% of distributed generation included) 8.64GW into nuclear capacity in 2014.

According to official statistics, the capacity of wind power is 90GW; the grid-connected capacity of PV reached to 30GW, while the nuclear capacity in operating state is 20.1GW in 2014.The grid-connected capacity of wind power reaches to 75.48GW. The grid-connected PV capacity  is 75.48GW the nuclear capacity is 14.61GW in 2013.

The above-mentioned data show that compared with the original goals, the new grid-connected capacity of wind power is 14.52GW with 18GW unfinished, the increased capacity of PV is 10.58GW with 14GW uncompleted the added nuclear capacity is 5.49GW with 8.64 unfinished.

Besides clean energy, the goals to develop the industries of shale gas CBM are not achieved either in 2014.The domestic yield of shale gas is 1.2 billion cubic meters with 1.5 billion cubic meters lower than the goal while the CBM is 17.1 billion cubic meters with 18 billion cubic meters lower than the goal expected.

The states of energy development in 2013 2014 are slightly different. During the national energy work conference in 2013, some specialists pointed out that the increased capacity was expected to be 21GW for hydro,18GW for wind power 10GW for PV.But actually, the increased capacity was 30GW for hydro 12.92GW for PV,which exceeded the previous target.However,14.94GW of increased capacity for wind power was off target.

In addition, there used to be some goals that were not conductive to energy development. “The National Energy  Administration encourages the direct transaction between power consumers suppliers all over the country in 2014, which will provide with more than 3% of national electricity consumption. “A worker of power industry said, “But actually in some regions, the violation has hindered exping the scale of direct transaction.”

Based on the above analysis, the National Energy Administration does not set specific indexes on consumption proportions of coal non-fossil energy. The concerned department will focus on improving energy efficiency developing non-fossil energy, such as nuclear, wind solar power.

In view of management modes of energy industry, the National Energy Administration takes effective action to streamline administration enhance supervision.Wu Xinxiong, the director of the National Energy Administration, pointed out, “We changed or canceled 17 regulations in 2014, which accounted for 68% of all the original approval regulations were up nearly 18 percent from our requirement.

According to the work plans, the National Energy Administration will soon introduce Opinion on Supporting Measures to Streamline Administration to improve energy industries.First,identify implement the schemes.Second,verify the responsibility,conditions,stards the flow of programs.Third,be acquired with regulations of the energy market.Forth,arrange the task, responsibility measures of supervision reasonably.
