Chinese producers' dumping margins were as high as 112.6%Tags£ºAnti-Dumping  JA Solar  PV 

In the report, the Commission identifies solar cell producer DelSolar (Wujiang) Ltd. as having the highest dumping margin, 112.6%. The company is the Chinese subsidiary of Taiwan-based cell producer DelSolar Co. Ltd., which recently merged with Neo Solar Power (NSP). The merged company operates under the NSP name.

JA Solar  and Yingli Green Energy followed with a dumping margin of 99.0% and 96.2%, respectively, while Trina Solar reportedly dumped its products with a slightly lower margin of 93.3%. LDK Solar and Suntech, which are each struggling financially due to high debt and huge losses, had margins of 88.4% and 71.5%, respectively. Jinzhou Yanguang Energy was the producer with the lowest dumping margin, 48.1%, among the seven main Chinese producers included in the Commission’s investigation.

Earlier this week, the Commission announced it will impose provisional antidumping duties on wafers, solar cells and modules imported from China. The duties will be valid for a period of six months and will come into force starting on June 6, with no retroactive effect. The Commission decided to introduce the duties according to a »phased approach« starting with an 11.8% tariff for all producers for the first 2 months. The tariff will be raised for the remaining 4 months, with specific tariffs assigned to each producer: DelSolar 67.9%, JA Solar 58.7%, LDK Solar 55.9%, Trina Solar 51.5%, Suntech 48.6%, Jinzhou Yanguang Energy 38.3% and Yingli Green Energy 37.3%.

Despite the fact that the Commission found that Chinese manufacturers have dumped their products on the market, it also reiterated its commitment to finding an amicable solution to the solar trade dispute through continued negotiations with Chinese companies and the Chinese Chamber of Commerce. To this effect, the Commission said that »provisional duties can be suspended if a negotiated solution is achieved.« The EU will issue a final decision on the antidumping duties on Dec. 5, 2013, at the latest.
